79’ Scout II Horn electrical Diagram

First I would check the horn with a hot lead jumper to be sure the horn works.  The horn ring at the steering wheel completes a ground, so check whether the horn works if you ground the relay's ground pole.  If the horn works, you have an "open" wire or poor connection from the relay to the horn ring or a poor connection at the horn ring itself.

You can use a volt/ohmmeter to test circuits in the way described.  Hot wires should be hot.  Ground should show continuity from the horn ring's contact to the horn relay's ground pole. 

Sometimes the contact wire at the horn ring has a weak spring.  This creates a poor contact at the horn ring (ground).  You can carefully stretch the contact spring to restore a good contact.
